  16. the Kennedy and Johnson Administrations; in Cambridge, Mass.
  17. Keppel helped win passage of a landmark 1965 education bill
  18. that targeted federal aid to school districts with poor
  19. children. In 1965 Keppel angered Chicago Mayor Richard Daley
  20. by withholding $34 million worth of federal funding from the
  21. city's segregated public school system.
